The Project: Energy Efficiency Network in the BiH Manufacturing Sector was implemented by RESET – Centre for Sustainable Energy Transition, based in Sarajevo, as a programme intervention within the „Mechanism to Support Implementation of Small and Medium Enteprise Strategies – SIEM“ as part of the Project „European Small Business Act as a Framework for Strategies and Policies for Small and Medium Enterprises in Bosnia and Herzegovina“, implemented by the Enterprise Development Agency EDA, Banja Luka, and financially supported by Sweden.
Decarbonisation (reduction of CO2 emissions) implies improvement of energy efficiency, increased use of renewable energy sources, as well as the electrification of transportation, heating systems, and industrial processes. From a country’s standpoint, implementation of measures that lead to improved efficiency in machinery and facilities that use considerable amounts of electricity is the most cost-effective way of decarbonisation. Implementation of energy efficiency measures is particularly important in manufacturing, because, in addition to financial, other effects are also achieved.
In BiH, developing the systemic support for small and medium enterprises, which typically lack technical expertise to focus on such projects, would be of particular importance.
The Project Energy Efficiency Network in the BiH Manufacturing Sector focuses on the introduction of measures to enhance energy efficiency in small and medium enterprises (SMEs) in BiH through implementation of preliminary energy audits and creation of an SME Energy Efficiency Network. The objective is to examine energy flows in selected SMEs by conducting preliminary energy audits, identify points to implement energy efficiency, assess the level of implementation and the readiness for introduction of energy managementy systems, and propose solutions for greater utilisation of renewable energy sources, particularly of photovoltaic systems.
A total of 16 small and medium enterprises from BiH took part in the project, and these implemented preliminary energy audits and prepared reports that contained: data about the SME, data about the production process, the energy balance of the SME for each energy product and for available periods, energy inventory of the equipment that consumes significant amounts of energy, identified information about CO2 emissions, measures and recommendations to improve energy efficiency, etc.

The Project was implemented from 09th July until 09th December 2021.
The energy transition is a highly complex generational project of transforming technical, economical, political, and social systems. The central success factor of the energy transition is that the process is ebraced by the business sector and by citizens, i.e., the psychological aspect of managing sustainable transition. SMEs, particularly export-oriented ones, will be forced to join the energy transition by introducing energy management systems. A successful application of energy efficiency measures and energy management, combined with utilization of renewable energy sources, could be a catalyst for the society to embrace the energy transition process. Namely, SMEs are recognized as a driver of transition in BiH. Therefore, the objectives of this project were conceived in such a way as to contribute to the implementation of energy efficiency measures in SMEs.
Overall Objective: Testing Applicability of the Energy Efficiency Network Model for manufacturing small and medium enterprises (SMEs) in BiH
Specific Objectives:
Representatives and experts from SMEs acquired new insights about the importance, potential, and the process of implementation of energy audits in SMEs. The significance of energy efficiency in SMEs, as the foundation of energy transition, was particularly emphasized, as well as the attendant benefits for SMEs. The implementation of energy efficiency enhancement measures in SMEs lower operational costs, increases profitability, productivity, and competitiveness.
The methodology manual “Preliminary Energy Audit for Small and Medium Enterprises”, which contained the description, methodology and documents required for organization and implementation of preliminary energy audits was developed. This manual will remain applicable to other SMEs in BiH that aim to introduce energy efficiency measures and energy costs tracking and management systems even after the Project ends.
Preliminary energy audits were implemented in 16 SMEs, and reports were prepared with the following information: SME energy balance, by energy product and for available periods (which could serve as a starting point for defining energy performance and energy base indicators when introducing an energy management system), energy inventory of equipment that consumers significant amounts of electricity, along with attendant operational regimes, conclusions, and recommendations for potential enhancements of energy efficiency, which make it possible for these SMEs to develop conceptual designs and detailed feasibility studies needed to implement proposed enhancements and to comprehend that state of energy management.
An SME network was created to enhance energy efficiency along the lines of the Learning Energy Efficiency Networks – LEEN model, which is an approach used in some European countries. Self-organisation of SMEs along these lines permits exchange of experiences on energy management, joint action when SME policies are developed by relevant institutions/ministries, joint action to eliminate existing barriers for systematic approach to energy efficiency issues in SMEs, etc.
The Guide for Creation of Energy Efficiency Networks in BiH was developed. This guide includes the following aspects of the creation of an energy efficiency network: best practices for incentivising SMEs to join energy efficiency networks, the role of chambers of commerce when creating these networks, possible modalities for cooperation with universities and students, a methodology for implementation of preliminary audits and expected effects, results of adaptation of operational methods in peer groups, and best practices for moderating joint sessions of SMEs.
